Dril strongly implies he’s the sole provider for the household. However it wouldnt contradict the text to say his husband could have a separate income with separate expenses. Introducing that extra variable might make it too difficult to figure out dril’s budget though - does the couple have a two bedroom apartment for 1600 rent? Or they could combine smaller incomes for the 800 rent.
